POLL: Is 28mm a Scale?

It is not a scale it is a small badly chosen size,that many manufacturers used in a non industrial and informed way in the sense of sculpture quality, especially known for it non HUMAN anatomic elements like oversize head and large hands.
Also a thing of the past people are shifting to more accurate and quality productions on 1/48 scale,backed by the vast array of vehicle production available.
