Looking for cheap proxy figures for Space Marines. Don't feel like giving money to GW – or having GW figures.

Try EM-4

EM4's Space Rangers are good for generic & leader, but you'll need to do converting for Dev squads.

Also, older VOID 1.1 Viridian Assault Marines (in metal) or the plastic set of Viridian Interdict Marines, carried by FRP Games (I think) or Scotia Grendel (for sure.)

I'll echo the Call to em-4
but I will specifically recommend the Old Metal Magic "Space Lords" line
especially the Cybertech and YoYoDyne lines:

The Cybertech are more "Hard" SF, very much 'not' Starship Troopers:
(albeit in 25mm insteadof 28-32 mm like modern GW)

Whereas the YoYoDyne are more Fantastical (and _not_ like GW at all!)

Sadly em-4 only has the yoyodyne Shigaru in production right now
(which are quite a bit more like Imperial Guard than Marines).
They DO have the Molds available for Yoyodine Skychargers
(which are the 'Space Samurai'). Worth asking them about it if interested!!

{ A full list of all the Original Metal Magic 'Spacelords' can be found Here:
They do show up on eBay, and as I said:
Its worth dropping aLine to em-4 about any you want in Particulair…}.

Another Very Good Choice is Bob Naismith's "Cobalt" line,
which is very 'Rogue Trader' esque (which only makes sense as he sculpted so much of (very!)) early Citadels 40K stuff:

They are bigger figs, more in line w/ modern 28mm stuff, but "retro"

Prince August do a bag of 80 28mm plastic figures for about €20.00 EUR Two factions of 40 figures each,4 10-man squads. I have about 120 of them, very easy to convert. We use them for Warpath,FAD, Combat zone,Space Hulk and a few other systems.

"Prince August do a bag of 80 28mm plastic figures"

These used to be from the last release of the old Target game Warzone. They're the Bauhaus and Imperial infantry. To bad about the company. I was just weaning off of 40k too.

Reaper has some good figs in the Chronoscope line.

Urban War also has lots of SM/Terminator looking blokes:
